Development History

    After the abolishment of the Martial Law in 1987, government enforced financial policies in attempt to gradually deregulate, liberalize and globalize the banking sector and the banking industry here in Taiwan had been confronting keen competitions and pressures in the market.  The number of bank employees has also rapidly increased.  After the end of the authoritarian regime and the revision of the Settling Labor Dispute Law, the "Three Labor Rights" of bank employees could be legally claimed.  Based on these transformations, banking sector employees realized that only workers united to organize unions could they fight against unfairness and demand for their rights.

In 1988, bank employees began to form unions.  In 1991, by Article 49 of the Labor Union Law , "The National Federation of Bank Employees Unions"NFBEU, initiated by 9 unions including the Bank Trade Union Federations of Taipei City, Kaohsiung City, Taipei County, Taoyuan County, Miaoli County, Taichung City, Tainan City, Hualian County, and Yilan County, applied for legal recognition by sending required documents to the Council of Labor Affairs, Executive YuanCLA, the highest labor affairs authority in Taiwan. Unfortunately, the CLA then overruled the application due to the existence of the old statutes.  Being practical and realistic, NFBEU formally announced its establishment on September 6th, 1993.

 For years, even though the government had refused to recognize legal status of NFBEU, it still achieved many historical goals, such as "bank employees being applied to the Labor Standard Law". Until January 17th, 2001, the union federation was formally certified by the Council of Labor AffairsCLA,the highest labor affairs authority in Taiwan, and awarded with the lawful registration certificate. As the development of NFBEU gradually becomes stable and mature, memberships have increased almost ten thousand and more unions have joined as members. In order to expend union organization base, unionize more financial employees, and strengthen influence on politics and union collective activities, NFBEU decided to amend the union constitution on October 2011, to ratify the name as “Taiwan Federation of Financial Unions, TFFU”.  At present, 28 corporate and occupational unions, with more than 36,000 official members, have affiliated to TFFU, which thus is considered as the best at the time organized industrial union federation in Taiwan.
