本會敦請AROBIFU致函馬總統 關切「一銀資方破壞工會團結」

【編按】:銀行員工會全國聯合會理事長賴萬枝於今年422當選連任6屆理事長後,依法向其雇主第一銀行申請駐會3年的會務假,惟迄今資方仍僅准予每3個月按次申請,無視行政院勞工委員會98.6.12正式函覆「基於君之身分及與貴行之關係均未變更」,一銀應與本會「協商循往例解決」。為此,本會暨所有會員工會79至行政院正式陳情,要求政府身為一銀最大股東應該出面解決,以落實馬英九總統倡議「協助工會發展與團結」之「尊嚴勞動」勞工政見。在行政院遲無善意具體解決本案之下,本會已正式致函國際金融工會組織-亞洲地區銀行、保險暨金融工會組織(AROBIFU),請求其正式向馬英九總統關切本案,並希望馬總統立即展開必要措施,促成賴理事長繼續依法於本會駐會3年,為金融業工會組織發展及團結、保障廣大金融從業人員勞動權益打拚奮鬥。

   敬愛的馬英九總統: 
   身為一位國際工會領袖,我被告知我們的工會兄弟、銀行員工會全國聯合會理事長兼亞洲地區銀行、保險暨金融工會組織財務長賴萬枝先生,受到他的雇主第一銀行打壓有一段時間了。第一銀行最大股東為貴國政府,卻不尊重貴國行政院勞工委員會對此案發出的正式結論,以及立法委員提出的非正式建議,使先生獲得合法之3年會務假。相反地,第一銀行忽視工會的訴求並堅持不負責任的不當勞動行為。 
   若您還記得,我們上次會面是在200896於台北舉行的銀行員工會全國聯合會15周年大會上,我與來自印度、馬來西亞、斯里蘭卡、新加坡與馬來西亞沙巴的國際工會貴賓一同出席,您致賀詞提及政府對於支持產業民主、公司治理與金融產業工會聯合會的內容,著實令人印象深刻。然而,您與您的政府在2008年總統大選時對勞工的承諾,亦即「尊嚴勞動-政府應建立制度,協助工會發展與團結,以強化工會協商能力」的主張,已經被貴國政府所主控之第一銀行破壞殆盡。 
   今年79,來自銀行員工會全國聯合會及其他台灣強大的工會,包括全國產業總工會、台灣石油工會、台灣鐵路工會,以及進步勞工團體-台灣勞工陣線的代表,聚集於行政院前怒喊出我們的訴求,要求工會的權利與尊嚴。工會的訴求當時由政府官員接下,然至今對工會仍無善意回應。
     懇請您嚴正考慮我們非常關切銀行員工會全國聯合會賴萬枝理事長的工會權利與尊嚴受損此事,並且立即展開必要措施,同意賴理事長擁有合法的3年會務假,以重建您身為美麗台灣這個國家元首的信譽。
Dear President Ma, Ying-Jeou,

  As an international union leader, I am informed that our union brother, Mr. Lai Wan-Chih(賴萬枝), who is the president of National Federation of Bank Employees UnionsNFBEU, 中華民國銀行員工會全國聯合會) in Taiwan and also the Treasurer of Asian Regional Organization of Bank, Insurance and Finance Union AROBIFU, 亞洲地區銀行、保險暨金融工會組織) has been depressed by his employer, First Bank for some time. First Bank, whose largest shareholder is the government, did not respect official conclusion made by Council of Labor Affairs and informal advice from legislators to approve Mr. Lai's legal 3-year paid work leaves for union affairs. On the contrary, First Bank ignored union demands and insisted on irresponsible unfair labor practice.

   If you could recall our last meet at NFBEU's 15th anniversary convention on September 6th 2008 in Taipei, the greeting remarks you gave about government's responsibility of supporting industrial democracy, enterprise governance and union federation of financial sector did impress the international union guests from India, Malaysia, Sri Lanka , Singapore and SabaMalaysia. However, what President Ma and your government promised to workers during 2008 presidential election campaign "ensuring dignity of labor: government should establish legal systems that support union development and organization to enhance negotiation strength of unions" has been broken by the government-controlled First Bank.
    Representatives from NFBEU and other strong union organizations including Taiwan Confederation of Trade Unions, Taiwan Petroleum Workers Union , Taiwan Railway Labor Union  and leading labor organization, Taiwan Labor Front all assembled in front of the Executive Yuan to voice our rages and demand union rights and dignity on July 9th, 2009. The union demands were received by official but up to now, no response in good will was issued to the union.
  Please take serious consideration over our concern for union rights and dignity of NFBEU president Lai Wan-Chih and immediately proceed necessary measurement to approve Mr. Lai's legal 3-year paid work leaves for union affairs in order to rebuild your reputation as President of this beautiful country Taiwan.
